Phase 5: Governance and Continuous Improvement (“Establish Leadership Model”)
Objective
The objective of Phase 5 is to establish a robust framework for governance and continuous improvement that will manage the GenAI solution throughout its lifecycle. Deployment is not the end of the project; it is the beginning of the operational phase. This phase ensures that the solution remains effective, secure, and aligned with strategic goals as technology, data, and business needs evolve. It formalizes the processes for oversight, performance measurement, and iterative enhancement.
Key Activities
1 Implement the Governance Model:
After categorizing the use cases, capabilities, datasets, and technology integrations, it is important to understand the governance and championing of the future efforts. This analysis is an on-going portfolio management effort that will continue the dialog and investment decisions that will need to consider the gap between capability, dataset readiness, and balancing what is WANTed to be done and begin to uncover which data CAN support answering those questions.
To achieve implementation, recognize it is less of a technical challenge (as many other industries are achieving this level now), but tighter data acquisition control with defined needs and application design will be the key to achieve this level. This means defining clear data requirements, establishing controlled processes for acquiring and validating new datasets, and ensuring the solution's application design is built to use this specific, validated data.
Many initiatives stall not due to technical hurdles. They generally stall due to a lack of business sponsorship to lead enterprise operations, monitoring, and data integration. Leadership is needed to address and incorporate vision bilateral communications and feedback on common cultural resistance to perceptions of change drivers, value, capacity, maturity, and/or threats within the organization, which can hinder adoption and long-term sustainability.
Leadership is needed also to navigate the achievement of ROI, which is often delayed until the "chasm" is crossed, and while IT labs generate initial energy, full-scale implementation demands significant investment and programmatic management, including Data Governance and Lifecycle Management, for sustained success. As an enterprise capability, this should be a future investment, augmented by agile development for pilots, clear acquisition and solution metrics control, achievement, and agreement on these success measures while there is fair adaptation to such as environment, stakeholder/market, and ‘stockholder’ change happens over the course of time of the investment.
Thus a core team construct, investment and change governance, and basis for standards and metrics measurement need to be established and stewarded to achieve continuous improvement and achievement. To operationalize governance and ensure successful enterprise implementation, the following structures and processes should be established:
- Establish the Primary Governance Body: Formally establish a governance body with defined roles and responsibilities for overseeing the solution/investment. This group(s) will be responsible for monitoring performance, managing risks, and approving significant changes. Incorporate and secure executive sponsorship as part of the chosen model to ensure leadership commitment to support governance, resource allocation, and cross-functional alignment.
- Design Governance Framework: Consider the following functions of your governance solution:
- Investment Review Board (IRB) (e.g. Executive Sponsorship demonstration, status, review, and approvals for metrics, performance management milestone tracking and decisions, and changes in investment).
- Portfolio/Program Management Offices (PMO) (e.g. Metrics Reporting, Cost-Benefit Analysis Metrics tracking, solution lifecycle management & oversight, risk management & quality control, contract coordination)
- Business/Mission Liaison (Mission) (e.g. to ensure rules, workflow, value, and acceptance are represented from stakeholder point of view)
- Data Governance (Data) (e.g. designate data stewards or accountable roles to oversee data readiness, enforce quality standards for data quality, training, and deployment, and ensure datasets meet the requirements for model development and deployment.)
- Technology Oversight (IT/IRM) (e.g. for approval of labs, IT, Security, and Information Resource Management policy Compliance, adoption of Zero Trust Architecture concepts)
- Establish and Manage and Inventory Solution Assets: Establish and maintain a clear enterprise inventory of sources, datasets, transformation tools, apps, systems, and services to ensure that data is being used from authoritative sources and that workflows are transparent. This inventory will be used for reporting and tracking for your governance framework.
2 Establish a Performance Measurement Plan:
The performance metrics to develop should cover traditional measures first like accuracy, user satisfaction, and mission impact. Next it should also include operational and ethical dimensions such as latency, reliability, fairness, explainability (transparency of model reasoning), adherence to regulatory and organizational compliance requirements, and data security.
- Define Comprehensive KPIs: Before implementation, define the Key Performance Indicators (KPIs). This plan should draw from established frameworks like the Balanced Scorecard (often associated with Harvard Business) or Value Measuring Methodology (VMM) to ensure a holistic view. The developed KPIs must cover not only traditional measures (e.g., accuracy, user satisfaction, mission impact) but also critical operational and ethical dimensions (e.g., latency, reliability, fairness, explainability/transparency, regulatory compliance, and data security).
- Each Governance body needs to develop KPIs: IRB, PMO, Mission, Data, and IT/IRM. If a body does not exist, these groups are needed at minimum.
- No more than 5 KPIs per Governance bodies should be established. Other KPIs can be secondary. Thus, 25 KPIs would be the max (e.g. 5 multiplied by the 5 governance bodies).
- Of the maximum KPIs should cut across stakeholder outcomes, ‘stockholder’ outcomes, inputs, output, and key milestones/time.
- Implement Monitoring Systems: Deploy tools and dashboards to continuously track the Key Performance Indicators (KPIs) that were defined in the implementation roadmap.
- Incorporate Feedback Mechanisms: Create formal channels for end-users to provide feedback, report issues, and suggest enhancements. This user feedback is a vital source of information for prioritizing updates and improvements.
3 Create a Continuous Improvement and Maintenance Loop:
- Establish a Continuous Data Maintenance and AI Model Training Lifecycle: Pre-trained models are often "closed loop" systems that do not automatically adapt to new information. It is critical to establish a continuous training and labeled data improvement lifecycle to tune the models over time, ensuring the reliability and accuracy of their outputs. This addresses challenges like "goal drift" and performance degradation. The governance plan must include a strategy for periodically retraining the model with new data and adapting to new neural network architectures or improved techniques as they become available. This ensures the solution does not become technologically obsolete and continues to provide maximum value.
- Conduct Regular Performance Reviews: Schedule and conduct regular reviews of the solution's performance against its baseline and stated business outcomes. These reviews of the KPIs should assess accuracy, user satisfaction, and overall mission impact first and foremost, and then address all KPIs.
- Report to Stakeholders: Establish a regular reporting cadence to keep leadership and other stakeholders informed of the solution's performance and return on investment.

- An Operational Governance Plan: A formal document detailing the governance structure, policies, standards, and processes for managing the solution.
- A Performance Measurement and Reporting Plan: A plan outlining the KPIs, monitoring tools, review schedules, and reporting procedures.
- A Continuous Improvement and Maintenance Schedule: A schedule for planned activities such as data stewardship advisory and model retraining, user feedback reviews, and technology updates.
- Depending on the maturity and needs of your organization to support an investment, additional outputs may include data quality and readiness reports, audit logs, and governance decision documentation to provide transparency and accountability across the enterprise.
