Summary

The Bureau of Transportation Statistics (BTS), in partnership with the Federal Motor Carrier Safety Administration (FMCSA), initiated the Heavy-Duty Truck Study under the Crash Causal Factors Program (CCFP) to fulfill a Congressional mandate aimed at identifying the root causes and contributing factors of fatal crashes involving Class 7/8 trucks. To execute this mandate, Xentity Corporation designed a comprehensive, standardized interview protocol along with tailored communications and stakeholder outreach materials. The effort combines motor carrier safety expertise, data governance, and behavioral research. This helps establish a standardized framework for collecting qualitative and quantitative human-factor insights from key transportation stakeholders.

Problem and Solution

While legacy crash datasets provide structural and statistical metrics, they routinely lack the contextual, behavioral, and operational details. All of which are necessary to understand true crash causality, such as driver decision-making environments and systemic workplace pressures. Furthermore, obtaining candid feedback from commercial drivers, motor carriers, and investigators requires a robust data governance foundation that guarantees absolute privacy and regulatory protection.

To bridge this data gap, Xentity executed a data-first engineering approach to research, design, test, and document a multi-faceted confidential interview framework. The team conducted a thorough literature review of established safety frameworks, synthesized variables across human and operational domains. They also built structured and semi-structured interview protocols protected under the Confidential Information Protection and Statistical Efficiency Act (CIPSEA). The protocol was field-tested through targeted pilot interviews with law enforcement and industry stakeholders, evaluated for burden and data richness, and paired with custom outreach primers, email notices, and website wireframe designs to build industry-wide trust.

Outcome and Benefits

The initiative delivered an analyst-validated Master Interview Guide. One equipped with optimized question logic, skip patterns, and thematic coding schemas tailored for both manual and AI-enabled narrative synthesis. Supported by a CIPSEA-compliant Data Management Plan, an Interviewer Training Guide, and strategic recommendations, the finalized protocol provides BTS and FMCSA with a repeatable mechanism to capture high-utility safety data. Ultimately, these data-driven outcomes enable federal regulators and industry decision-makers to translate qualitative driver experience into evidence-based safety countermeasures.
