Summary

President Biden signed the Bipartisan Infrastructure Law on November 15, 2021. This legislation offers a chance to revitalize the nation’s transportation infrastructure, including roads, bridges, and railways, as well as enhance access to clean drinking water and high-speed internet for all Americans. It also addresses climate change, promotes environmental justice, and allocates investments to both urban and rural communities. To ensure the effective implementation of this law, government departments and recipients of funding are required to furnish precise data in designated formats for progress tracking purposes.

Problem and Solution

This project, performed for the OMB CEQ aims to facilitate the collection, handling, geospatial examination, geospatial presentation, and dissemination of information linked to the Infrastructure Investment and Jobs Act (IIJA). The outcome of this endeavor will be the creation of a user-friendly, publicly accessible GIS interface via GP’s AGOL with data hosted on Geoplatform.gov. This interface will enable the timely and precise provision of information regarding the current status and progress of IIJA implementation. To streamline these tasks, the project may utilize Software as a Service (SAAS) tools like ESRI Experience Builder and Amazon Web Services (AWS) for automation.

Xentity began by providing metadata and data updates. They validated existing known data requirements provided by a single Technical Point of Contact (TPOC). It also groomed and established a target database and field map. Next, they provided AGOL Application Development. They focused on agile development based on known mockup needs through iterative agile development in bi-weekly sprints for a single code, read-only AGOL Experience Builder application. Finally, Xentity provided automated database scripts. They incorporated automated scripts using existing Geoplatform.gov AWS Cloud Serverless. They also used ogr2ogr pipeline with automated generation of services of a PostGIS database.

Outcome and Benefit

The project outcomes leveraged inputs provided such as Prior Work by FGDC and Mock Layout of Application Screen input and aligned to guidance provided within the Guidebook to the Bipartisan Infrastructure Law. The AGOL Experience Builder development, which will attempt to follow a no-code configuration, is aligned with the White House Visual Style.
